Warba City Council Meeting
July 10, 2006
The Warba city council meeting was called to order at 6:30 pm. The pledge of allegiance was read. All members were present. Minutes were discussed and a motion was made by Ellen Coffel Seconded by Niki Mistelske to accept minutes, Approved 5-0. Treasurer’s report was read. Treasurer’s report is pending corrections until the August meeting. Bills were read and a motion by Don Hawk, Seconded by Niki Mistelske to pay the bills. Approved 3-0.
UTILITY: Burning ban is still on for burning around the sewer ponds. Mayor Marrier led a discussion involving a back up plan for a power outage in a severe weather situation. Battery back up on the siren was one idea and Don Hawk mentioned that the fire department has applied for a generator grant through FEMA. Don Hawk will report the results of the grant. Ken Seibert reported that Pat Beers contacted him regarding sand being in their water. Ken also reported that Koppleman’s dog has received 3 complaints from local residents. Amy Marrier will send a copy of the dog ordinance to the Koppleman’s. There was no warning regarding the water shut off in town when some water work was completed for the new residence in town. Ken Siebert is waiting on the pressure switch and a few other items to be completed being repaired. Ken Seibert is looking into new keys for the water shut off.
ZONING: Niki Mistelske distributed all zoning packets to the zoning members and a meeting is scheduled for July 19th at 6:30 pm. This meeting is meant to review what the committee has already decided on and review the legal aspects with Julie Kennedy.
COMMUNITY CENTER: The floor was waxed and looks fantastic. Ellen Coffel mentioned that there have still been several complaints that the community center isn’t as clean as it should be. Ellen is having a hard time getting in touch with Jennifer Balzum the cleaning person.
RECREATION: Becky McCauley reported that the dugouts are started and they have begun the work. Wednesdays the students help with the dugouts. The recreation department approved $600 towards the dugouts. Don Hawk approved 2 hours of pay at $10 per hour for dugout work.
FIRE: The next fire board meeting is the 25th of July, 2006.
CEMETERY: The next cemetery meeting is scheduled for October of 2006.
OTHER: Prepare for levy discussion in August. Last year’s levy was discussed and handed out. Dana Marrier explained that he thought it would be a good idea to have an assistant for Ken Seibert. Ken Seibert also reported that the sewer ponds have been mowed, Feeley and Stenseth Road has been mowed and sidewalks have been sprayed with weed killer.
CORRESPONDENCE: LMC sent the 2006 Law Summaries, Itasca County Resolution on All Hazard Mitigation Plan tabled from last month, letter from the State Auditor’s Office regarding some questions regarding the Fire Dept. forms, letter to be discussed from the MPCA regarding adopting rules unless notified, letter from MN Dept. of Health regarding not having received the consumer confidence report dated June 14th and due July 1, copy of a letter of acknowledgement regarding Tom Saxhog, flyer from First Call For Help regarding a Meth/Drug Hotline, letter from LMC stating the maximum dues increase for 2007 will be no more than 3.5%, letter from the LMC regarding changes on verbiage regarding Article V, letter from MN Governmental Finance Agency on flexible long term finance programs for water and sewer updating, progress report from Kootasca Community Action, guide book from Itasca County regarding garbage disposal and recycling, updated campaign manuals and Affidavit of Candidacy forms.
OLD BUSINESS: There is no new information regarding the wireless internet at this time. Dana Marrier mentioned that he has had some discussions with Steve Vercillino regarding the lot lines but no action has taken place at this time. There was some discussion regarding Warba Tire. Resolution 2006-8 was discussed and Ellen Coffel made a motion to accept, seconded by Don Hawk. Motion to adopt Resolution 2006-8 approved 5-0.
NEW BUSINESS: Dana Marrier reported that he has begun looking into a sign at the corner of Highway 2 and Cemetery road that says, “Cemetery.” Darlene Adolfs friend is looking into repairing some chairs at the community center. Ellen Coffel mentioned that the storm shelter doors have been flying open on windy nights. Dana Marrier mentioned that Ken Seibert should go ahead and install a spring on the door. Dana Marrier mentioned that we received a bill for mowing the cities property that has never been mowed in the past. Council decided that the city was not going to pay to have the lot mowed for the school’s use.
A motion was made by Don Hawk to adjourn the meeting seconded by Niki Mistelske. Approved 5-0.
