Warba City Council Meeting
March 13, 2006
The Warba city council meeting was called to order at 6:30 pm. The pledge of allegiance was read. All members were present. Minutes were discussed and a motion was made by Niki Mistelske to accept the minutes with corrections made, seconded by Don Hawk, approved 4-0. Treasurer’s report was read. A motion by Dana Marrier, seconded by Ellen Coffel to accept the treasurer’s report. Approved 4-0. Bills were read and a motion by Ellen Coffel, seconded by Don Hawk to pay the bills. Approved 4-0.
UTILITY: Everything is working well besides the lift station pumps continue to get plugged up. Council asked Becky McCauley and Ken Seibert to compile a list of okay and not okay items that can be flushed down the toilet. Council asked that the list be sent out with the next utility billing statement. Dana Marrier spoke with Jim Nyhus from Access Broadband. Jim is going to turn on the Internet for the Community Center and the Fire Hall the week of the twenty-second. Dana Marrier explained that he has asked if MNDOT would clean out our storm drains of sand.
ZONING: Nothing new to report this month.
COMMUNITY CENTER: School lunch program is going well with Northern Community School. There was a call from a resident regarding excess garbage buildup behind the school by the dumpster.
RECREATION: Nothing new to report this month.
FIRE:
Nothing new to report this month.
CEMETERY: Nothing new to report this month.
OTHER: Niki Mistelske spoke with Larry Quandt and was told that the Brownfield money was not meant for cities and explained that Council may want to contact The Minnesota Department for Economic Opportunity may be able to help the city with this challenge. The Brownfield program is meant for business or private type enterprise, not municipal. Dana Marrier asked if Council would be willing to sell the property where the old dump was for a small amount of money to encourage a business to come in who could take advantage of a Brownfield program. The Brownfield discussion was tabled. Brian Borgman mentioned a program called “VIC” which is Voluntary In Compliance.
Ellen Coffel read a letter regarding the fact that there has been a successful purchase agreement put together for the purchase of the school. Amy Marrier will put together a letter to John Komerack. The lots will be able to be used for such things such as recreation or gardening. No permanent structures will be able to be erected on the property. The city of Warba will grant the school first right of refusal to purchase the lots behind the school within a 10 day time period.
CORRESPONDENCE: Julie Kennedy’s findings from SEH Engineering was delivered for review at the meeting, there will be a training seminar at the Itasca County Boardroom for Noxious Weed Training on Wednesday, March 29, 2006, CapTrico sent a notice in the last statement regarding ending their Pre-Buy program, Iron Range Resources sent a letter regarding their Infrastructure Grant Program guidelines, the LMC sent info on their 2006 recognizing excellence in officials awards program, Itasca County sent their annual grading and snowplowing contract renewal for signatures and motion, the food shelf asked for a $400 donation from the city, Itasca County sent a letter encouraging a representative to attend an hour long meeting including a video regarding the Pandemic Flu, and the LMC sent a multi invitation to be announced at the meeting.
OLD BUSINESS: Ellen Coffel made a motion and Niki Mistelske seconded it regarding the purchase of two new laptops for the clerk and treasurer. Approved 5-0.
NEW BUSINESS: The fire department responded to a heat sensor failure on the boiler system at the Community Center. There was no damage to the community center nor was there a fire. Dana Marrier made a motion that all city officials have their salaries doubled for 2007, seconded by Ellen Coffel. Approved 5-0.

motion was made by Don Hawk to adjourn the meeting, seconded by Niki Mistelske.
