Warba City Council Meeting 

January 9, 2006

 

The Warba City Council Meeting was called to order at 6:30 pm.  The pledge of allegiance was read.  All members were present.  Minutes were discussed and a motion was made by Ellen Coffel, seconded by Don Hawk to approve the amended minutes, approved 5-0.  The treasurer’s report was read and a motion by Dana Marrier, seconded by Niki Mistelske to accept the treasurer’s report.  Approved 5-0.  Bills were read and a motion by Niki Mistelske, Seconded by Don Hawk to pay the bills.  Approved 5-0.

 

UTILITY:     Brian Satrang reported that all samples came back good for fecal matter.  The siren went off by itself this month.  Lake Country Power may be willing to take down the Christmas Decorations with their Boom Truck.  Broken Toilet in the men’s bathroom.  Ken Siebert will contact Pipeline Supply for parts to repair the toilet.

 

ZONING:      Niki Mistelske went to print the zoning material but pages 14 thru 40 need to be retyped due to software failure.  Niki Mistelske will be working on this and let us know when she is done.

 

COMMUNITY CENTER:  Ellen Coffel reported that the rate for the school to use the building for lunches would be $100 per month.  Dave Hagman stated that they would like to use the building from 11:15 – 12:45 p.m.  Dave also asked if it would be possible to have a commercial refrigerator here that is 40” wide by 6’ high.  This will help the reduced lunch program for the charter school.  There will also be a need for a back splash behind the sink in the kitchen.  The school will pay for the refrigerator and the back splash.  The school is considering allowing the local community to eat meals at the Community Center too for an average meal costing $2.75 for adults.  Dave Hagman also mentioned that there is still an interest in John Komerak purchasing the school.  Dave Hagman asked what the cities thoughts were again about the purchase of the school.  Niki Mistelske and Amy Marrier reported on the meeting that took place with the city attorney.  Dana Marrier mentioned that being we had Jhon Komerak interested in the purchase of the school, the best chance for success would be have a private building owner whom could have a active building manager.  Council discussed it would be in the best interest in the school and the city if the city backed out of the interest in the purchase of the school.  Niki Misteske mentioned that there are many different grant programs that can be applied for to help check out the underground oil tank at the Charter School location.  Dana Marrier spoke with Bob Rydell of Wawina and Bob recommended that we put in a phone with a toll restrictor allowing only local phone numbers.   February 11th there will be a training opportunity at the Wawina Town Hall from 1-5 p.m. regarding first aid training and more. 

 

RECREATION:  Don Hawk reported that he went to the walking trail meeting and Dana Marrier also attended.  Don mentioned that they were looking at a three-year project running from possibly Warba to the Sand Lake Legion beach, to the Shallow Lake Store.  The trail would be paved and utilized by bicycles and walking.  The exact start and stop points have not yet been determined.  The rink is not quite flooded yet due to the warm temperatures. 

 

FIRE:  The Warba, Feeley, Sago Fire Department will be hosting a mandatory training seminar entitled, “National Incident Management system.”  This training requires all council to attend January 18th, 2006 from 6-9 p.m. at the Warba Community Center.  There will be a test at the end of the training.  The City of Gonvick is looking to build a training center and would like the Fire Department to let them know if we would be utilizing their facility.  If so the City of Gonvick would like to know in a written letter format.

 

CEMETERY:  No new news. 

 

OTHER:   Ken Seibert reported that the coyote has not been seen in town for quite some time.  There was a discussion regarding Meadows.net between Mayor Marrier and Jim Nias.  Jim agreed to get the city up and running for Internet again at no charge.  Jim was however not agreeing to pay the $1000 per year to rent out the water tower for the wireless antennas.  Jim said once the client base rose and once he had officially transitioned Meadows.net he would consider renting the tower again.

CORRESPONDENCE:  There will be a meeting held in regards to JOBZ 2020 Thursday January 19th, 2006 from 6:30 to 9:00 p.m. at the Bovey City Hall.  All of the city council is invited to attend.  Discussion will be regarding building community awareness and alignment around economic development for sustained growth in the Itasca region.  January 27 and 28 there will be a newly elected official leadership conference held at Ruttger’s in Grand Raids, the city received a form to be filled out by fire regarding application for 2006 state fire aid distribution, First Call for Help asked the city to do an annual review of the cities information, LMC sent renewal data regarding insurance coverage options and changes, a letter was received from MNHELP requesting that the city update information on their website, and detailed letters were sent from the State of MN Auditor regarding the forfeit of State fire aid.  Dana Marrier made a motion for the city to pay for Don Hawk to go to the Newly Elected Officials training and Ellen Coffel seconded it.  Approved 5-0. 

 

OLD BUSINESS:  Niki Mistelske is waiting to hear Tom Whear regarding application to Brown Field.  Becky McCauley discussed C/D’s and some of the research she has performed regarding interest rates.  Dana Marrier asked Becky McCauley to check into the best options for the city regarding investing Utility dollars into C/D’s. 

 

NEW BUSINESS:  Dana Marrier mentioned that council should consider moving $5,000 from the General Fund into the Fire Fund.  Ellen Coffel made a motion to transfer $5,000 from General Checking into the Fire Fund, seconded by Don Hawk.  Approved 5-0. 

 

A motion was made by Ellen Coffel to adjourn the meeting, seconded by Don Hawk  Approved 5-0.
