Warba City Council Meeting
June 13, 2005
The Warba city council meeting was called to order at 6:30 pm. The pledge of allegiance was read. All members were present. Minutes were discussed and a motion was made by Ellen Coffel and seconded by Niki Mistelske as corrected. Approved 5-0. Treasurer’s report was read and Becky McCauley discussed CD options for the city. Dana Marrier made a motion that $5000 be transferred from utility checking to utility savings. Niki Mistelske seconded it. Approved 5-0. Dana Marrier made a second motion that the city roll over their current utility CD plus pull an additional $5000 from checking into the 48 month rising CD and Jason Foley seconded it. Approved 5-0. A motion by Ellen Coffel, seconded by Niki Mistelske to accept the treasurer’s report. Approved 5-0. Bills were read and a motion by Dana Marrier, seconded by Jason Foley to pay the bills. Approved 5-0.
Utility: Ken Seibert needs to mow around the sewer ponds. Tim Satrang reported that the light on the well house was on Memorial Day, and the pump was cleaned out. Tim Satrang also reported that we have a new MPCA representative. The new representative will be contacting us some time this summer to inspect. Ken Seibert needs to spray the cattails with a particular chemical to eliminate them immediately. Tim Satrang reported that the Consumer Confidence Report should be coming to us via mail by the end of June. This report will be posted at the Post Office, Community Center, and Shallow Lake Store. Tim Satrang went into great detail on how to tweak the pressure switch on the pumps in the well house so they function properly. The siren did not work for the month of June. There is a continued beaver problem on the Felix Road. There are some trappers living in the area currently that will aid in this problem. The minimum maintenance road sign was returned to the Beck Road. Ken Siebert will be mowing ditches at the end of June.
Zoning: Jason Foley reported that he will have everyone a copy of the zoning material by the next council meeting.
Community Center: Reminder that National Night Out is August 2nd of 2005. Niki Mistelke offered to help with the event as well as Jason Foley.
Recreation: Jason Foley started checking into having water fights between local fire departments. He also checked into having a band and game booths. Some Grand Rapids restaurants have expressed interest in having a food booth. Dana Marrier asked Jason Foley to get together with the Recreation Board and discuss his ideas with them. Amy Marrier will check into some daily insurance options with Grand Rapids Insurance Company.
Fire: Ellen Coffel reported that Cathy King has been hired to take over the checkbook for the Fire Department for $600 per year. Mutual Aid contracts with Wawina and Floodwood are now in effect. Robin Heinle has initiated a calendar for the area where local businesses can pay for an ad.
Cemetery: The next Cemetery meeting October 27, 2005 at 6:00 pm.
Other: Dana Marrier reported on the Feasibility Study meeting that took place for the Shallow Lake Association. The system was broken into several parts or phases with a total cost in the area of eight million dollars. Niki Mistelske reported on book review of the Warba Food Shelf. Next year the city will review the food shelf’s books prior to donating to the organization. Niki Mistelske also mentioned that there is monies available to help deal with the old dump site. Niki Mistelske had a hand out on the funds that were available through the MPCA. Dana Marrier received a call regarding a mini-cycle riding around the city at high speeds with a minor on it and crossing US Hwy 2. Dana Marrier expressed to the resident that if they were concerned they should call the sheriff’s department if the mini-cycle was spotted with the minor on it in the future.
Correspondence: Dana Marrier received a letter regarding the fire fighter hiring program, the city received a letter from the Itasca County Sheriff’s Department wanting to know what night of the month our council meeting was and the time it took place, LMC invited the clerk or treasurer to the regional meeting in July, OSHA sent a letter asking us to participate in the LMCIT OSHA/Safety Assistance Program, Gopher State One Call sent an updated street data map with the PRISM System noted on the map, this map needs to be reviewed by Ken Seibert, a letter was received from Materials Management Division regarding asking the city to become part of the cooperative purchasing venture program, LMC sent a letter of notice of credit of $65 to our workman’s comp deposit premium, Iron Oaks Fencing sent out a letter of services that they can provide that was distributed to Recreation, P.O. Box application was received by the Post Office, and the Minnesota Housing and Finance Agency sent a letter of Application for funds available that will be posted at the Post Office.
Old Business: Ellen Coffel confirmed that the Catholic Church is not closing in Warba. Ellen Coffel reported that the Charter School Meeting held May 24th went really smoothly and everyone’s questions were answered.
New Business: Bessie Casper had a written plan that was submitted last week to Amy Marrier requesting to put an expansion on the front of Casper’s Leather shop. There was discussion on the project and the council decided that it would really be a state decision being it is located on Highway 2.
A motion was made by Ellen Coffel to adjourn the meeting seconded by Niki Mistelske. Approved 5-0.
