Warba City Council Meeting 

February 14, 2005 


The Warba city council meeting was called to order at 6:30 pm. The pledge of allegiance was read. Members present Niki Mistelske, Becky McCauley, Dana Marrier, Amy Marrier, and Jason Foley. Members absent were Ellen Coffel. Minutes were discussed and a motion was made by Niki Mistelske, seconded by Dana Marrier. Approved 4-0. Treasurer’s report was read. A motion by Jason Foley, seconded by Niki Mistelske to accept the treasurer’s report. Approved 4-0. Bills were read and a motion by Dana Marrier, seconded by Jason Foley to pay the bills. Approved 4-0. 


GUESTS: Penny Clements Co-President of the Shallow Lake Association, attended the meeting to request that two people, the mayor and another council person attend a meeting for the Shallow Lake Association whom are performing a feasibility study to hook into the City of Warba’s sewer system. Dana Marrier and Niki Mistelske volunteered to attend a meeting at the Community Center on Tuesday the 22nd of February at 7:00 p.m.


UTILITY: It was decided the Christmas lights would stay up until the snow is gone. The Severe weather siren didn’t work again. We are not required to compensate until it works two months in a row. The test radio is only 15 to 20 watts and is not tripping our siren off. Becky McCauley mentioned Pete McPhearson and if someone could ask his opinion on the large sand/rock granules showing up in Marrier Estates. Becky McCauley discussed that she had concerns regarding the new water/sewer billing and if people can read and understand the bills. Becky McCauley asked about switching over to post card billing later this year instead of an invoice mailed. It would save the city monies on postage.


ZONING: Jason Foley reported that the layout of zoning was discussed as a year beginning fresh. It was discussed that there really wasn’t anyone to enforce the ordinances and this was a challenge they were working on trying to resolve.


COMMUNITY CENTER: Amy Marrier discussed what Grand Rapids Insurance told her about “please attach a certificate of homeowners insurance if alcohol is going to present at any gathering,” for future community center rentals. Niki Mistelske will ask Jerry Carey for a certificate of insurance for the Cities reference. The community center rental rates were discussed by all of council. Discussion was tabled until the March meeting. Becky McCauley said all monies are accounted for by Blandin and the City can ask for the same report from anyone that applies for a grant through the City of Warba. Amy Marrier or Ellen Coffel will be picking up any needed cleaning supplies. 


RECREATION: Becky McCauley and Amy Marrier met with Robin Heinle regarding specific reports for Warba, Feeley recreation. 


FIRE: The meeting on January 25th was full of changes. Ellen Coffel said the Fire Board now has the checkbook and Warren Spawn is the fire board treasurer. 


CEMETERY: The meeting was held January 27th and Becky McCauley will provide a full report at the March meeting. The cemetery board asked Warba to install the benches that Feeley is going to purchase for the cemetery. 


OTHER: Jerry Carey and Crystal Keteri attended the meeting to discuss the food shelf rental rate. The council discussed that they felt the rental rate was very reasonable at just over $100 per month. Niki Mistelske is going to work with the food shelf to look at ways to help them raise monies for the cause. Niki Mistelske asked about record keeping for the food shelf and is going to review the records. Becky McCauley asked to be able to provide a safe place for the cities financial C/D’s and such. They will be locked in the fireproof cabinet. Amy Marrier discussed Methamphetamine and its dangers from the class she took at the Sawmill in Grand Rapids. Ken Seibert is the head of Civil Defense for the City. The discussion was reopened to decide if the representative for zoning should be paid to attend zoning meetings. It was mutually decided that at this point there would not be payment to attend the zoning meetings. The water and sewer rates were reopened for discussion from the January meeting to decide if the rates should be changed. The increase was tabled until the March meeting. 


CORRESPONDENCE: LMC conference information was given to Niki Mistelske to attend the newly elected official meeting at Rutgers’s with Jason Foley. A newsletter was received from John Dewey. A letter was received asking for donations towards the Itasca little league. A letter was received from Itasca County regarding property taxes. A letter was received from the Iron Range Resources to help fund projects. A letter was received from the Department of Health regarding a deadline for placing projects on the drinking water revolving fund project priority list. We received a request to attend the MRWA Technical Conferences. A letter was received from the Minnesota Pollution Control Agency regarding the request for a new permit for wastewater submitted by Brian Borgman. A letter was received from the Itasca County Sheriff’s Department regarding call types for service. A letter was received on attendance to a conference regarding polluted land. A letter was received regarding water training and consulting. The city received a letter from the state regarding transportation. Regional Economic Development group sent a letter regarding the development of their new group.

OLD BUSINESS: Dana Marrier reported that he met with Kevin Fuller from Flex tool regarding opening a plant in the Warba under the JOBZ program. The prototype seems like an excellent idea that might be a good possibility for our city. 

 

NEW BUSINESS: Becky McCauley mentioned that the city was being charged $2 a month for copies of the back of the check. Dana Marrier made a motion and Niki Mistelske seconded it to rid the city of that charge by eliminating the need for the back of the checks to be copied. Approved 4-0. 

A motion was made by Jason Foley to adjourn the meeting, seconded by Niki Mistelske. Approved 4-0.
