Warba City Council Meeting
September 13, 2004
The Warba City Council meeting was called to order at 6:30 p.m. The pledge of allegiance was read. Members present were Doug Mericle, Becky McCauley, Dana Marrier and Amy Marrier. Members absent were Lois Holmes and Ellen Coffel. Minutes were discussed and errors were as follows: Fire, second line Harold Madsen not Manson. Warba, Feeley, Sago fire department is a structure not an entity. Doug Mericle accepted the minutes and Becky McCauley seconded them. Treasurer’s report was read and a motion by Dana Marrier and seconded by Becky McCauley. Approved 4-0. Bills were read and Amy Marrier made a motion to pay the bills and Doug Mericle seconded it. Approved 4-0.
Utility: Mike from Minnesota Rural Water will be out to check the water level in the tower to prevent freezing. Hour meter is working and sometimes the meter is alternating and sometimes they both kick on reported Ken Seibert. We received a bid from Meyer Welding and Fabrication to put a well guard on the well to prevent civil tampering. Becky McCauley made a motion to accept the Welding bid and a second from Doug Mericle. Approved 4-0. The siren did go off this month and we will pay the bill if the siren goes off next month. Tomorrow 9/14, at 4:00 p.m. there will be a PCA inspection on the sewer ponds.
Zoning: The meeting did not take place on August 25, 2004. The next meeting will be in the near future.
Community Center: Becky McCauley said the community center sign is coming along well and it will be 3X4 feet. No completion date as of yet.
Recreation: There will be 2 park benches at playground and one at Community Center.
Fire: Ellen Coffel absent / tabled.
Cemetery: Fall time, cleaning and getting ready for next year.
Other: A draft copy of the business subsidy for tax-free zoning was sent to the city for a public hearing at the next city council meeting, discussion starting at 7:00 pm.
Correspondence: A copy of a public notice was sent from the department of Employment and Economic Development regarding preliminary plans to revise Minnesota Rules Chapter 7380, which govern the Water pollution Control Revolving Fund and the Drinking Water Revolving Fund. The LMC sent a letter regarding Board of Director vacancies and a letter regarding the 2004 awards program in recognition of excellence in city official contributions and city innovation and services. Dana Marrier received a packet of information from Speed Check regarding digital read out speed monitors to help control the level of higher speeds through Warba. A letter was received regarding a donation towards the Goodland Halloween Party. It so happened that one of the guests that attended the meeting was interested in starting a Halloween Party for the Warba community and volunteered to organize the party. More information about the party will become available at a later date.
Old Business: Christmas fund decorations are coming along and will be tabled until the next meeting. Bessie Casper said we should still utilize the old Christmas decorations on side streets. The sidewalk in front of the post office was tabled until the next meeting. The League sent an informational packet on sample ordinances on sidewalks that was given to the zoning committee. The City of Warba needs to send a bill to Robinson Computer Service for use of the Water tower.
New Business: Discussion on the 2005 Levy took place. The levy for 2005 is as follows:

Amy Marrier made a motion to accept the levy and Doug Mericle seconded it. Approved 4-0. Bessie Casper presented her plans to expand the leather business across the street from her current location.
The City of Warba had 5 people run for office this year as follows:

Becky McCauley made a motion to adjourn the meeting and Dana Marrier seconded it. Approve 4-0.
