Warba City Council Meeting
May 10, 2004
Warba City Council was called to order at 6:30 p.m. The pledge of allegiance was read. Roll call was taken and all members present. Minutes were discussed and there was a correction that Tim Satrang instead of Brian Borgman discussed the hour meter. Under Fire, Sherfinburger is spelled incorrect. Doug Mericle made a motion to accept the minutes with the corrections and Ellen Coffel seconded it. Approved 5-0. Lois Holmes reviewed the treasurer’s report and there were questions pertaining to the negative fire account numbers. Becky McCauley made a motion to accept the treasurer’s report and Doug Mericle seconded it. Approved 5-0. Bills were read and the Northern 2 way service bill will not be paid until the system is up and running. Becky McCauley made a motion to accept the bills and Doug Mericle seconded it. Approved 5-0
Utility: Brian Borgman said the burning was completed around the ponds and it looked really good.
Zoning Committee: The Zoning Committee getting through the materials in a very efficient manner. The next zoning meeting is the 25th of May 2004.
Community Center: Becky mentioned getting pop from Shallow Lake Store or getting a pop machine for the Community Center. Mel Holmquist came to the meeting to show and discuss a proposal of a sign for the community center. The cut vinyl has a life expectancy of 8 years and the printed vinyl 12 years. Mel explained the sign and all that would go with it including installation. Becky McCauley mentioned that Archie Hall volunteered to pay for a sign for the community center as long as it had an area for public information such as announcements and who is on the council, this type of information. Bessie Casper said she had a catalog on signs that could be ordered very affordably.
Recreation: Basketball hoops are being worked on and finished up. Rec. is going to check with Mel Holmquist regarding getting free benches from him.
Fire: Ellen Coffel mentioned that the contracts still needed to be signed. On the second Saturday of every month from 10 to 4 p.m. the fire department will be opened for vehicle washing.
Cemetery: Becky McCauley mentioned that the jail crew came and cleaned up and it looks great. Raymond Johnson removed a stump, and donated his service to the city. Joyce Carlile is planting flowers. Frank Fairchild is mowing again this year.
Food Shelf: Lois Holmes talked to Gary Hildreth about what’s coming in and what’s going out financially. Donna and Jerry Carey gave Lois Holmes some figures pertaining to this point and they were given to the city to have on file. Dana Marrier mentioned that Jerry Carey asked him about insurance on the building and what the coverage’s were. The city’s insurance covers the building but not the contents of the food shelf.
Other: 2003 Annual report was reviewed that was mailed to the state April 28, 2004. Dana Marrier expressed his concern over the $8,000 deficit on the Utility section of year-end statement. The council reviewed the building plans for Bill and Cindy Savage. Amy Marrier will contact Bill and Cindy Savage to let them know that we need a certificate of compliance on the septic from the county prior to using the septic and to tell them good luck with their project. Becky McCauley made a motion and Ellen Coffel seconded it to go to the MCFOA meeting Friday May 21, 2004. Approved 5-0. Dana Marrier read the letters that were prepared to be sent to Jerry Carey and Shane Kruger. Dana Marrier will discuss the letters with Jerry and Shane.
Correspondence: Avalon security sent a letter regarding if our city is prepared for an emergency disaster. The City received a notification of the LMC Annual Conference and Marketplace Meeting in Duluth October 10-12, also notification arrived regarding the 13th annual kids conference in Duluth the 26th of October. MN DOT district 1 utility had a coordination meeting. 2003 USDA Annual Report was received. Council received more information this year regarding mosquito control. Council also received the Municipal Code Corporation information. Council asked Amy Marrier to follow up with Pat Gilsvik to see if she wanted to look into the project she started last year further. Dana received letter from victory sports and an invitation to the 12th Annual Joel Labovitz Entrepreneurial Success Awards.
Old Business: The council reviewed the proposed ordinance on city water and sewer expansion. The council reviewed when the next meeting should be regarding having horses in town and what direction should be taken. Ellen Coffel said we should have the boundaries within the platted area as council discussed and as other cities seem to be using. The League of Minnesota Cities information will be the guide for the description of the animals. Ellen Coffel is working on National Night Out and Mark Carlson spoke on behalf of the fire department. Mark said the fire department is trying to get a practice trailer from FEMA that he is going to try to line up for practice fires to watch at the National Night Out. Ellen Coffel also discussed the Child ID program and how she is trying to line that up for the National Night Out as well. It was mentioned that the Peterson property is pending for a sale. Dana Marrier mentioned that there were some challenges with the JOBZ zone areas. Dana Marrier also mentioned that he has been getting questioned about the purchase of the property behind the school. This discussion was tabled.
New Business: Lois Holmes approached the council with a request from Jerry and Donna Carey regarding a rate on the minnows Jerry keeps in his home. Council decided that Jerry and Donna Carey would pay the standard $82.50 plus an additional $47.30 for the excise water usage. Mark Carlson asked to be able to buy flags and Becky made a motion to accept and Dana seconded it. approved 5-0. It was asked to have garbage burning and soil contamination on the agenda for next month. There will be a public hearing prior to the next council meeting at 5:30 p.m. on June 14, 2004.
Becky McCauley made a motion to adjourn the meeting and Ellen Coffel seconded it. approved 5-0.
