Warba City Council Meeting 

March 8, 2004

 

The Warba City Council Meeting was called to order at 6:30 p.m. The pledge of allegiance was read. Members present: Doug Mericle, Ellen Coffel, Becky McCauley, Lois Holmes, Dana Marrier and Amy Marrier. There were no members absent. Ellen Coffel made a motion to approve the minutes and Dana Marrier seconded them. Approved 5-0. The treasurer’s report was read and Becky McCauley made a motion to accept the report and Dana Marrier seconded it. Approved 5-0. Bills were read and Ellen Coffel made a motion to pay the bills and Doug Mericle seconded it. Approved 4-0. Tom Schmoll from Simm Supply attended the meeting to discuss some possible solutions for the Community Center floor cleaning. 

Utility: The road plowing/grading rate increases were mailed for the city. The annual road maintenance agreement was discussed and Dana Marrier made a motion to accept the contract and Ellen Coffel seconded it. Approved 5-0. Dana Marrier discussed the fact that we have been having some sewer issues. Ken Seibert updated council on his findings. Dana Marrier asked Becky McCauley how the hour meter was coming and she said she would check into it. 

Community Center: Tom Schmoll recommended that Gina Saric dust mop the floor once per week to keep the sand and salt off the floor. Amy will check with Gina to see how long she thinks that would take her. Tom Schmoll said Range Building had a good price on floor maintenance. Tom Schmoll recommended the brand name Splendor to wax the Community Center Floor. August 3, 2004 will be the next National Night Out. The Administrative room at the Community Center/City Hall has been rearranged to become more workspace friendly. 

Recreation: Amy Marrier will check into what 1 mil is for the City of Warba. Amy will also look into Darlene’s last ledgers.

Fire: Ellen Coffel discussed the fire contract and the fact that we agreed to pay for the truck purchasing account. Ellen Coffel reviewed the 2003 annual report. Wages and training were discussed for the Fire Department. 

Cemetery: Becky McCauley reported that the Cemetery Board met on February 19, 2004. Frank Fairchild received a raise to mow the Cemetery. Gary Hildreth took over Eric Lockens role representing Feeley on the Cemetery Board. Jill Hawk will replace Ken Seibert on the Cemetery Board representing Warba. The Mayor of Warba, Dana Marrier appointed Jill Hawk to represent the City of Warba for the Cemetery Board. Eric Locken bought a new flag for the Cemetery. Lake Country Power took down a tree in the Cemetery. There will be a jail crew raking the Cemetery at no charge in April. The next meeting will take place October 7, 2004 at 6:00p.m. 

Other: The council reviewed Ken Seibert’s maintenance vehicle rental/lease agreement and tool and equipment rental/lease agreement. Ken Seibert signed the agreements and they will be filed appropriately. Amy Marrier reviewed the Itasca County Sheriff’s Department 911 calls for 2003. 

Correspondence: Council reviewed all letters concerning Terry Peterson’s gate. Ken Seibert will be attending a Noxious Weed Training Conference March 16 at the Itasca County Boardroom. Council reviewed the League of Minnesota Cities notice of premium options. The State of MN sent out information on a healthier you. 

Old Business: Ellen Coffel mentioned that the city should make a resolution that they do not want to expand the city water and sewer. Amy Marrier will look into past resolutions to see what needs to be done to come up with an appropriate resolution. 
Ellen Coffel reported that the next zoning meeting would be March 26.

New Business: The resolution for the Greenway Lions Club to continue its gambling license with Warba Liquor was reviewed. Doug Mericle made a motion and Becky McCauley seconded it. Approved 5-0. Ellen Coffel mentioned that the city should try to do some type of fundraiser to gain monies to purchase Christmas decorations for the city streetlights. The existing decorations are in terrible condition. Needed are 7 decorations and the cost is $350 each. Lois Holmes asked if anyone knew of any new residents that should be getting water bills.

Becky McCauley made a motion to adjourn and Doug Mericle seconded it. Approved 5-0.
