Warba City Council Meeting

December 08, 2003  

The Warba city council meeting was called to order at 6:30 p.m.  The pledge of allegiance was read.  Members present were Ellen Coffel, Becky McCauley, Lois Holmes, Dana Marrier and Amy Marrier.  Doug Mericle was absent.  Minutes were sent out and Becky McCauley made a motion to accept the minutes and Ellen Coffel seconded it.  Approved 4-0.  The treasurer’s report was read and Amy Marrier made a motion to accept and Ellen Coffel seconded it.  Bills were read and Becky McCauley made a motion to pay the bills and Ellen Coffel seconded it.  Approved 4-0.  Becky McCauley made a motion that Amy Marrier, administrator of the storm shelter grant will receive the administrative grant money from the storm shelter of $823 for her computer work with the new city software.

Utility:  Becky McCauley said that Terry Burke from Pokegama Electric would be coming out on Wednesday to look at the hour meter.  Becky McCauley reviewed the water rate analysis spreadsheets that she had done in the past.  Tim Satrang gave an update on the sewer ponds. 

Community Center: Amy Marrier ordered the air conditioner units from Captrico for the Community Center.

Recreation:  Amy Marrier and Lori Hamm will be meeting to go over the final recreation bills for the year 2003 so Lori Hamm is able to finish her grant paperwork for the playground.

Fire:  No new news.

Cemetery:  Becky McCauley posted Ken Seibert’s resigned position he held on the cemetery board.  At this time there has been no calls received regarding his position.

Other:  Amy Marrier contacted Chad Sterle regarding the word document on the proposed zoning and Chad Sterle said he would mail the information on a disk to the city.

Correspondence:  The city received the 2004 Property/Casualty and Workers’ compensation rates and dividend; also the 2004 coverage changes for 2003/2004 was discussed and presented.  The Minnesota Department of Natural Resources sent information regarding the 2004 Grant Application Program.  A Municipal Enterprise Survey was sent.  Dimich Law Office sent a correction on last month’s billing.  Arrowhead Regional Development Commission sent a letter.  The Department of Health Water Fluoridation Department sent an award to the city for exceptional Water Fluoridation Quality for 2002.

Old Business:  Some discussion took place regarding the storm shelter.  Amy Marrier called Elk River concrete and received information on products to cure the seams leaking on the storm shelter.  There was no new information regarding the siren.  Dana Marrier called Tim Robinson regarding the fire department Internet connections, the new computers, and the insurance information. 

New Business:  Doug Mericle made a motion to keep the liquor license rates the same for 2004 and they were in 2003 seconded by Ellen Coffel.

Adjournment:  Ellen Coffel made a motion to adjourn the meeting and Becky McCauley seconded it.
