Warba City Council Meeting
November
10, 2003
The
meeting was called to order at 6:30 p.m. The pledge of allegiance was
read. Members present Ellen Coffel, Becky McCauley, Lois Holmes, Dana
Marrier and Amy Marrier. Member absent was Doug Mericle. Minutes
were sent out, Becky McCauley made a motion to accept the minutes and Ellen
Coffel seconded it. Approved 4-0. Treasurer’s report was read,
Ellen Coffel made a motion to accept the Treasurer’s report and Dana Marrier
seconded it. Approved 4-0. Becky McCauley made a motion to pay the
bills and Ellen Coffel seconded it. Approved 4-0.
Utility:
Becky McCauley mentioned a water rate analysis spreadsheet that she had worked
on in the past. Tim Satrang asked if we could have a work session between
council and the utility water people to discuss the future of our water
infrastructure. We will try to set the meeting for the first part of
December. A tentative date of December 1 at 10:00 a.m. has been set for
this meeting. Becky McCauley called Terry to follow up on the hour meter
but no new news at this point. Ken Seibert mentioned that the storm
shelter is leaking snow though the seams. Amy Marrier will call Elk River
Concrete to find out what we can do to seal the seams.
Guests:
Robert Zaun from Edward Jones presented some investing materials to the Council.
Robert Zaun reviewed the City of Warba’s investments and investment options.
It was recommended that we invest our monies into a growth and income category.
Another option was the growth category. There is a small amount of
additional risk with a growth and income investment verses a general growth
investment. Dana Marrier recommended that the city go with a mutual fund
of $5800. Becky McCauley made a motion to invest $5800 into a mutual fund
and Dana Marrier seconded it. Approved 4-0.
Community
Center: Amy Marrier presented the air conditioner bid from Captrico.
Comfort Air units were $4650 plus the electrical work and the Union Air units
were $3200 plus the electrical work. Ellen Coffel made a motion and Becky
McCauley seconded the bid to be accepted 11-15-03 for the $3200 Union Air units
bid. Approved 4-0.
Recreation:
Nothing to report.
Fire:
Meeting was rescheduled.
Cemetery:
Becky McCauley said the Frank Fairchild and Mark Fairchild helped with the small
memorial flags on the gravestones. Doug Learmont is going to now mow the
new cemetery. Ken Seibert resigned his position of cemetery board member.
Council discussed a possible replacement for Ken Seibert and asks the community
to contact Becky McCauley if you are interested in the position. Ken
Seibert suggested the position be posted at the Community Center and at the Post
Office. Becky McCauley will post this position.
Other:
Ellen Coffel announced that the zoning community members are Ellen Coffel, Doug
Mericle, Bessie Casper, Jim Heinrich, Jim Ackerman, and possibly Kelly McCauley.
Amy Marrier will contact Chad Sterle and ask about if we could get a computer
copy of the word document or software that the zoning information was written in
so that the city could make the changes to the packet and save money. Ken
Seibert gave a status on Frank Versilino’s curbside shut off.
Correspondence:
USDA letter to be brought to the work session earlier discussed. The
Council discussed the Itasca County Assessor letter that asked if we wanted to
transfer our local board of appeals to the county for 3 years. A motion by
Becky McCauley and seconded by Ellen Coffel. Approved 4-0. Dana
Marrier asked Amy Marrier to send the council a reminder notice when the 3-year
period is up. CEAM was briefly discussed and Computer Pro/ CP Internet
mass notification. Amy Marrier is to call and find out what the letter is
trying to say.
Old
Business: Update on Peterson gate. Ken Seibert followed up on
the 911 siren.
New
Business: Back filling of the storm shelter will be put off until
spring.
Dana Marrier made a motion to adjourn the meeting and Ellen Coffel seconded it. Approved 4-0.
