Warba City Council Meeting
October
20, 2003
The
meeting was called to order at 6:30 p.m. The pledge of allegiance was
read. All members were present including Lois Holmes, Ellen Coffel, Doug
Mericle, Becky McCauley, Dana Marrier and Amy Marrier. Ellen Coffel made a
motion to accept the minutes and Doug Mericle seconded it. Approve 5-0.
Treasurer’s report was read and discussion about the negative Fire fund
transpired. Amy Marrier will contact Harold Madsen and ask him about the
Relief Retirement fund to see if we still owe monies after the first of the
year. Amy will find out if the matured bond is FDIC Insured. Also
Amy will contact Edward Jones to ask them to write a letter regarding our
options on the matured CD. Ellen Coffel made a motion to accept the
Treasurers report and Becky McCauley seconded it. Bills were presented in
the CTAS computer format. Becky McCauley asked Amy Marrier to show totals
by category as well as bills paid. Ellen Coffel made a motion to pay the
bills and Doug Mericle seconded it.
Utility:
Discussion took place about the hour meter and getting the proper software
to take care of repairing it. Becky McCauley will try to see what she can
do regarding following up on the hour meter and a final repair. Dana
Marrier asked Amy Marrier to input all different business and residential water
and sewer rates for some new software he is testing to get away from handwritten
utility bills.
Community
Center: Amy Marrier will let Darlene Adolfs know that Captrico would
like to bid out our Air Conditioner for the Community Center. Flu shots
will be November 4 from 1-2 p.m. at a cost of $15.
Recreation:
Projects are nearing completion around the playground area.
Fire:
The next meeting will be Tuesday the 28 of October. The fire department
approved the 911-tornado siren. Dana Marrier made a motion to accept
$532.30 bid for the 911 siren at the fire hall. Becky McCauley seconded
the motion. Approved 5-0.
Cemetery:
The next meeting is in the process of being rescheduled by Becky McCauley.
Other:
The proposed zoning materials were handed out from Chad Sterle of Dimich
Law Office. Dana Marrier told council that we needed a committee of 6
people to review the the proposed zoning materials. Ellen Coffel and Doug
Mericle will head up the zoning committee and recruit local city citizens to
participate. The storm shelter is complete and Dana Marrier asked Ken
Seibert to paint the concrete shelter before Kevin Sarja returns to back fill
around the structure. Amy Marrier presented the REMAX bid to council
regarding the property behind the Warba antique mall. Residential lots
were quoted to sell for between 10 and 12 thousand and Commercial lots would
sell for between 18 and 20 thousand.
Correspondence:
The council was invited to attend the second Wednesday of every month at the
Itasca County Courthouse Boardroom from 11:30 to 1:00 p.m. for the South Central
Itasca County Intergovernmental Planning Board. Gopher State One Call sent
a letter regarding some rate changes for locates. Amy Marrier was
contacted by Trenti Law Firm to send a copy of the Warba Liquor Stores liquor
license, which is public information. The Minnesota Association of Small
Cities sent materials on joining their organization with a purposed bill.
Council decided not to join. The League of Minnesota Cities sent their
annual address verification, resources and services book, the city financial
status survey and a request form for any videos council may request to view from
the Leagues library. Amy Marrier read the JOBZ resolution to council.
The city received some pull-tab money.
Dana
Marrier notified council that he was contacted by the office of Senator Norm
Coleman requesting a meeting with council Monday, October 27 regarding rural
renaissance. Amy Marrier will get additional info on the meeting.
Old
Business: Lois Holmes and Amy Marrier transferred the cities Edward Jones
utility/enterprise account to Grand Rapids State Bank. Amy Marrier was
able to save the city 20% on the new check package from Delux checks. Amy
Marrier contacted the DOT regarding the incorrect population and distance to
Grand Rapids sign. DOT said they were aware of the mistake and as soon as
DOT could get to the signs, they would be replaced.
New
Business: Frank Versilino notified Dana Marrier that his curbside shut
off needed to be replaced. Dana Marrier asked Ken Seibert to check out the
situation and make repairs as necessary.
A
request was made to find out where the city was at with the Peterson gate city
road situation.
Doug Mericle made a motion to adjourn and Becky McCauley seconded it.
