Warba City Council Meeting

August 11, 2003

Mayor Dana Marrier called the meeting to order at 6:30 P.M. The pledge of allegiance was read. All members were present which included Doug Mericle, Ellen Coffel, Becky McCauley, Lois Holmes, Dana Marrier and Amy Marrier. Absent, none. Guests were Tim Satrang, Ken Seibert, Chad Sterle, Rick Utech, Don St.Aubin, Patricia Gould, Earl Currie, Jim and Paulette Heinrich and Doug McCartney. 

Minutes were read and Ellen Coffel made a motion to accept with a second from Becky McCauley. Approved 5-0. Treasurers' report was read Amy Marrier made a motion to accept and Doug Mericle seconded it. Bills were presented and a motion was made by Becky McCauley and seconded by Doug Mericle. Approved 5-0. 

Utility Report: No report available however there were some discussions about the sewer ponds. 
Dana Marrier mentioned that Ken Seibert and himself were looking into connecting a 911 radio to alert Ken Seibert as to when to set the siren off on the water tower. Ken Seibert reported that he found Tansy weeds at Warba Tire and the Liquor Store. Amy Marrier will issue a letter to the business owners regarding the removal of the Tansy weeds. Tansy weeds are noxious and must be removed. 

Committee Reports

Community Center: National night out went off with a hit. Thanks go out to Patricia Chamberlin, Terry Krueger, and Ellen Coffel. Ellen Coffel mentioned that next year the sheriff's department would conduct a child identification program, which fingerprints and photographs children in case they are lost. Thanks to all for your wonderful donations they were greatly appreciated. Darlene Adolfs requested that the city go forward with installing the air. Dana Marrier congratulated the progress of the air conditioner fund and stated that when they reached the $5200 needed then the air would be installed. Weeding and tree trimming at the community center was discussed. 

Recreation: There was some discussion concerning monthly and quarterly reports. Amy Marrier will get all bills/reports sent to Robin Heinle and a copy of the quarterly reports to Cathy King. 

Fire: Ellen Coffel reported that the fire department contract is still in the review process. 

Cemetery: Next meeting will be held in October. 

Other: Lois Holmes and Amy Marrier will change over the Utility from Edward Jones to Grand Rapids State Bank by the next council meeting. 

Correspondence: Mail in ballots were discussed. Becky McCauley made a motion to use mail in ballots and Amy Marrier seconded it. Approved 5-0. All correspondence follows up.

Old Business: Dana Marrier contacted meadows.net regarding insurance on the antenna on the city water tower. 

New Business: Dana Marrier mentioned how we are going to make up for the deficit of funding. Dana Marrier said possibly the city could conduct a festival of some kind to help cover the deficit. 

Guests: 
Doug McCartney spoke of opening a woodworking shop with his son Nick McCartney's residence locally in Warba. Council approved and said they had no problem with the plan.

Rick Utech and Dana Marrier spoke again for JOBZ 20/20. Rick answered questions regarding the program. Dana explained that some land had been pronounced possibly to be involved in the program. JOBZ focuses on providing higher paying jobs being brought into the community. Furthermore it takes under utilized areas and creates higher paying local jobs. The next JOBZ 20/20 meeting will be at the courthouse 8/19/03 at 10:00 A.M. The application is due by September 15th. Dana Marrier and Rick Utech recommended to council that we definitely need to follow through on the application and complete it. Amy Marrier and Becky McCauley will attend the meeting on 8/19/03. 

Don St.Aubin spoke of the Shallow Lake Association shore land concerns and Catholic Church Property sales potential problems. Minimum lot sizes are a large concern. The County is not following up county septic standards. Chad Sterle, City Attorney, said each city needs to adopt their own zoning standards. Chad recommended to first set up a public hearing and second a zoning committee. Don St.Aubin and Earl Currie volunteered to participate in the zoning committee. Don St.Aubin requested that the lake association be put on the mailing list regarding the zoning committee. Amy Marrier and Ellen Coffel volunteered to be on the zoning committee. Ellen Coffel made a motion that Chad Sterle draw up some sample zonings and Doug Mericle seconded it.

Jim and Paulette Heinrich asked about getting the copy of their abstract they left with council last spring. Amy Marrier will contact Darlene Adolfs to see if she recalls where that abstract might be.

Becky McCauley made a motion to adjourn and Ellen Coffel seconded it. Approved 5-0.
