Warba City Council Special Meeting

July 22, 2002

The Warba City Council meeting was called to order at 6:00 by Mayor Kelly McCauley. Present; Kelly, Darlene, Lois, Becky, Ellen, and Doug. Guests; Amy and Dana Marrier. 

Discussion: water-sewer rates.  A motion by Doug, seconded by Darlene to increase the utility rates by 10% effective October 1, 2002.  Approved 4 ayes, 1 abstain.  Kelly reported on the need for water-sewer extension, update on the utility service, new city development ideas and long term goals.

Three late water bills were reported and notices have been sent to them.  

Discussion: Levy for 2003.  A motion by Ellen, seconded by Darlene to increase the general fund $500.  Approved 5-0.  A motion by Kelly, seconded by Doug to increase the fire levy $250.  Approved 5-0.  A motion by Ellen, seconded by Darlene to accept the levy as follows:
General: $12,000
Fire: $4,000
Cemetery: $800
Recreation: $650
Comm. Center Maintenance: $1800
Comm. Center Building: $300
Utility Tower Fund: $6000
Total: $25,650
Approved 5-0.

Discussion: Wages for all.  Increase the clerk wage 1800 per year, retroactive to January 1, 2002. Seconded by Doug.  Approved 4 ayes, 1 abstain.

Discussion: Sign up time for the November election will begin August 26th, 2002.  Kelly and Darlene reported they would not run for election this year, which leaves a vacancy for Mayor and Clerk positions.

A motion by Ellen, seconded by Darlene to renew the Community Center C/D $1123.31 for 24 months at 3.31%.  Approved 5-0.

Darlene requested permission to seek grant information for the air conditioner unit use 25% of the cost from the Community Center money and the balance from grant monies.

A motion by Doug, seconded by Kelly to adjourn.  Meeting adjourned.
