Warba City Council Meeting

November 19, 2002

The Warba City Council met at 6:30 p.m. Call to order by mayor Kelly McCauley.  Present, Kelly McCauley, Lois Holmes, Becky McCauley, and Ellen Coffel.  Absent, Doug Mericle and Darlene Adolfs.  Jerry Carey, Brian Bergman, Pat Gilsvik, and Dana and Amy Marrier attended.  The meeting opened with the pledge of allegiance.  The minutes of the October meeting were read.  A motion by Ellen seconded by Becky to accept, approved 3-0.  Treasurers report was presented.  Lois reported that we received 3 aid checks from the following; fire aid $5354, MVHC $1500, and homestead $1550.  A motion by Becky seconded by Ellen to accept.  Approved 3-0.  Outstanding bills were presented, a motion by Ellen seconded by Becky to accept, approved 3-0. 

Comm Reports: Teresa Card resigned her position as cleaning the community center as of 1/1/03.  Darlene or Amy will post an available job opening regarding the cleaning position at the community center and at the post office.  The posting will include the stated wage and amount of time per week entailed to do the job.  The posting will also refer to the applicant being able to either apply in person at the next city council meeting or list an address to send resumes or requests for employment.  A motion by Kelly seconded by Ellen to raise the cleaning pay to $8 hour.  Approved 3-0.  Waxing was discussed and the city is open to bids. 

Recreation:  Discussion regarding recreation representation by a city council member was discussed being Doug Mericle can’t attend every meeting.  Ellen volunteered to fill his shoes when Doug can’t make it.  Jill Hawk is welcome to attend the meetings. 

Fire: 1st week of December is next meeting.

Cemetery:  Becky reported that the cemetery is marked and she will report her other notes at the December meeting.

City Development:  Amy Marrier discussed the relocation of the proposed new storm shelter to the northeast corner of lot 28 due to the water tower interference in a severe weather situation.  John Mattonen will attend the December meeting to discuss other possibilities for other grant propositions.

Correspondence:  Darlene wrote the antique mall people regarding the removal of the brush and etc. from the playground.  No Response.  Terry Peterson appealed Court and our lawyer Paul will keep us informed.  The gate has not been locked since the trial date but remains up.  Kelly mentioned a letter received from the army corp. of engineers.

Old Business:  Utility Brian reported that they put the hour meters in but pump #1 doesn’t work.  Also the breakers for the pumps are on control power and need to be switched to the hour meters.  Breakers may be faulty.  Jerry is going to look at it and if he can’t fix it, Itasca electric will be contacted.  Fergally received a notice for the additional $20 charged to the city from a returned check.  There is still some outstanding water bills from our October billing that are up for collection.  Thirty-day notices were sent and still we have some delinquent bills.  There was discussion about raising the late fee penalty to 10% per month until the delinquent bills are paid.  There was discussion regarding Ken’s duties and the fact that a letter addressed to Ken needs to be sent regarding attending December’s meeting and reviewing his duties written by Doug.  Council will discuss the position of the dogcatcher at the December meeting.  Darlene will contact George Wilbur from MN Benefits and ask him to attend the December meeting to discuss benefits for the new employees.

New Business:  Amy asked about becoming a notary.  A motion by Becky and seconded by Ellen to allow Amy to become a notary.  Approved 3-0.  Darlene received a letter from Mr. Robinson regarding a high-speed internet antenna to be mounted to our water tower.  Darlene will contact the clerk in Floodwood to try to get an amount of rent that they are receiving being they are participating in the internet program.  Mr. Robinson nor any of his affiliates attend the November meeting as they stated they would in the letter to Darlene.  Darlene will contact Mr. Robinson to see if he will be attending the December meeting to find out more about the program.  Kelly will talk to Shane about approaching the council with any business plans for building.  Lois or Amy will send an update letter with the next water bill regarding having city council approval for new structures or buildings.  The snowmobile trail was brought up in a sample resolution.  A motion to make the snowmobile trail into a resolution by Kelly and seconded by Becky.  Approved 3-0.  Darlene will contact or write a letter to the county and see if the highway department could put up a digital lighted speed sign on how fast they are going thru Warba. 

Liquor Licenses were signed and will be issued to Chris Kruger. 

A motion to adjourn by Ellen and seconded by Becky.  Approved 3-0.
