Warba City Council Meeting
March 19th, 2002
The Warba City Council met at 6:00pm. Mayor Kelly McCauley called the meeting to order. Becky made a motion to close the meeting, Doug seconded the motion. Approved 5-0. Attorney Paul D Revuers from League of Minnesota Cities attended to discuss litigation regarding the pending declaratory judgment action. The regular Warba City Council meeting was called to order at 6:45pm. by Mayor Kelly McCauley. Present for both meetings were, Kelly McCauley, Darlene Adolfs, Doug Mericle, Ellen Coffel, Becky McCauley. Absent: Lois Holmes. The meeting was opened with the Pledge of Allegiance. The minutes of the February meeting were read. A motion by Doug, seconded by Becky approved 5-0. Treasurers report was presented, a motion by Ellen, seconded by Doug to accept, approved 5-0.
Committee Reports: Council approved: use of the community center for "movie night" at $1.00 per person and they should sign up on the calendar. Music night rate will be increasing from $30 to $35 dollars plus pop money. TV/VCR and stand bids were opened, Darlene Adolfs TV/VCR bid for $110 and Donna Carey's stand bid for $75 were accepted. Fixing the front step tabled.
Fire: Ellen reported on attending the Fire Board meeting. The Fire Department requested a $500 increase from each twp/city for 2003 and an additional $500 in 2004 to be put into the truck purchasing account. A motion by Kelly, seconded by Doug to deny the crease and set a time for a joint meeting to discuss the Fire Department by-laws. Approved 5-0.
Building Quality Communities: Meeting will be held on April 9th, 2002.
Correspondence: Council did not approve: 1. Processing the Greenway Lions check for $600 and the check will be returned. 2. Donating $200 to the Legion Auxiliary since this donation does not meet LMC guidelines for donating when it doesn't benefit the entire city.
Old Business: Brian reported that a Fluoride injector pump was not working properly and may need replacing. Jerry, Ken, Kelly and Doug provided road descriptions for the affidavits for the Church road. South Beck, East Beck, Stenseth and Cabin roads. Ellen moved that we accept Resolution #98, seconded by Doug to have the five minimum maintenance roads recorded at Itasca County Recorders office on March 21, 2002. Approved 5-0. A motion by Doug, seconded by Ellen to accept the 2001 city financial statement. Approved 5-0. All late water bills were paid up. Vitela Johnson contacted Lois, and will be paying her bill and requested that a council person will be at the house when Jerry turns on the water. A $20 hook up fee will be charged. Approved. Ed Fragale, the apartment owner, will be contacted to advise Lois of how many units are rented each month so that Lois can bill appropriately. Approved. Utility rate discussion was tabled. The Beck Road meeting with Nyberg, Dimich, Peterson and Kelly McCauly was not set up. Attorney Paul Reuvers from LMC is now handling the court judgment action. A list of local residents names, addresses, phone numbers will be prepared and mailed to Paul.
New Business: Steve Erickson, Jim and Paulette Henricks attended to discuss the water line situation on the East side of the river and the Church road. Council approves: that Steve can use the church minimum maintenance road to access his property to the south west corner. Steve will advise the City Council with a written statement and photos of any changes that would be made to the church road to make it more accessible and is aware that this is a designated snowmobile trail.
Kelly and Amy Marrier reported on the city development meeting and they are gathering information about the storm shelter requirements, location and the possibility of grants and other funding for this shelter.
Kelly reported that as of 2002 the city streets will be graded by Itasca County road and bridge and the city will be charged by the hour for this service.
Ellen reported that she attended the Feeley township 100th day on March 12th, 2002and presented them with a congratulation plaque.
Monday, April 15, 2002 at 6:30pm will be the next regular City Council meeting. A motion by Kelly, seconded by Ellen to adjourn. Meeting adjourned.
