Warba City Council Meeting

Febuary 19th, 2002

The Warba City Council met at 6:30pm. The meeting opened with the Pledge of Allegiance. 

Call To Order by Mayor Kelly McCauley. Present: Lois Holmes, Darlene Adolfs, Kelly McCauley, Ellen Coffell, Doug Mericle. Absent: Becky McCauley. Guests: Tom Saxhaug, Lori Hamm, Dana & Amy Marrier, Tim, Brian, and Jerry. 

Minutes of the January meeting were read. A Motion by Doug, Seconded by Ellen to accept the minutes as read. Approved 4-0. Treasures report was presented. A Motion by Darlene, Seconded by Ellen to accept. Approved 4-0. Outstanding bills were presented. A Motion by Ellen, Seconded by Doug to pay bills. Approved 4-0.

Guest Lori Hamm presented the Public Hearing of information for the recreation board of Feeley and Warba Recreation. Lori discussed the project scope and activities, implementation schedule and overall costs. The City Council had some questions about the project. The Council extended approval for the on going project. 

Tom Saxhaug, insurance agent reviewed the current policy and made the necessary changes for March 1st, 2002. Contents of garage lowered to $5,000. Pump building and contents raised to $20,000.

Committee Reports: 

Community Center: The new 42" TV and a VCR were purchased. A grant was received from Grand Rapids Eagles for $500 and an additional $500 from Northland Foundation was received. The balance was used from the Exercise Group dues.

Fire meeting will be held February 26th, 2002.

Recreation Meeting will be held February 21st, 2002.

Food Shelf had a meeting. Lois gave the report that 8 families (27 individuals) from this area used the food shelf. A Motion by Darlene, Seconded by Doug to increase the food shelf dues to $400 for 2003. Approved 4-0.

Open Forum meeting was February 12th. A spring newsletter will be out in March. The next meeting is April 9th, 2002. Discussions will take place regarding National Night Out, which will be held August 6, 2002. 

City Development Project: Kelly and Doug made a report on two meetings that they attended. City priorities are replacing some 4" water mains and locating water shut offs. Also, they determined what needs to be done for betterment of the City. Rich Utech and Michael Andrews are assisting at these meetings. Another important interest is for a severe weather storm shelter that would be used by all City residents. 

Correspondence: Judge Hawkinson ruled on the Vitela Johnson water bill. His ruling was to split: each will pay 50%. No response was received from Vitela on February 19th. A Motion by Ellen, Seconded by Doug to write Vitela sending her a copy of the Utility Ordinance Amendment, a copy of the statement of claim and Summons, and request that she pay her share before March 20th, 2002 to avoid interest being charged. 

Old Business: Tim, Brian, and Jerry reported that the Utility Department is going well. All over due bills have been paid. Utility rate review was tabled for March. Council approved to leave the Warba/Feeley Resolution #85 concerning the Community Center as is. A Motion by Doug, Seconded by Kelly to send Mr. Peterson, Sheriff Madure, K. Nyberg, and J. Dimich a letter advising Mr. Peterson to remove the gate on the Beck Road by March 2nd, 2002 or the gate will be removed by the City of Warba. Maps and survey information as far back as 1909 were included as proof of ownership towards the City.

New Business: Democratic Caucus meeting is set for March 5th, 2002 at 7:00pm at the Community Center. Assessor day is April 9th at 9:00am. Kelly, Jerry, and Ken will meet on February 23rd to survey all minimum maintenance reads and have them recorded at the Court House. 

Steve Erickson called Darlene, Clerk to ask if he can use the minimum road by the river to get to the South end of the Beck property which he recently purchased. Steve will attend the March meeting to discuss City water and the road use. 

The Warba Exercise Group will advertise for sealed bids for the 19" TV/VCR and the roll away stand. Minimum bid of $50 on each piece. Bids will be opened at the March 19th City meeting.
