Warba City Council Meeting Minutes

August 20, 2001

 

Kelly McCauley called meeting to order.  Present were Lois Holmes, Kelly McCauley, Becky McCauley, Ellen Coffel.  Absent Doug Mericle and Darlene Adolfs.  Guests present: Jerry Carey, Brian Borgman, Pat Gilsvik and Dana Marrier.

 

Minutes were read and accepted with a motion made by Ellen and seconded by Becky.  Treasurer report was given by Lois and approved with a motion made by Kelly and seconded by Becky.

 

Bills were presented.  A motion was made by Ellen to pay bills.  Becky seconded the motion.

 

Committee Reports:

Community center - no report.

 

Recreation – Kelly reported that the state would ditch the area that had a water problem.  State will also put up a stop sign on the corner of 6th Ave. N. and Hwy. 2.

 

Fire – no report

 

Brian Borgman reported on the sewer and water facility.  Everything is going o.k.

 

Old Business:

National Night Out was discussed.  It was a fun and educational night.  Good reports.  Good attendance.

 

Next meeting of BCQ will be Sept. 11, 2001 

 

Late water bills have been paid. 

 

Storage building at cemetery is now insured.

 

Kelly attended the Shallow-Sand Lake meeting.  The Lake Association is looking into the possibility of connecting to the Warba sewer system.  A feasibility study needs to be done.  The Lake Association will need to raise $9,000 for this study.

 

New Business:

Becky made a motion to contribute $200 to the Itasca County Fair Board.  The motion failed due to the lack of a seconded 

 

A letter was read that the city received from Attorney John Dimich concerning the Peterson property N of the Warba sewer pond.  Peterson is claiming the road to the sewer pond is his and has put a locked gate on the road close to County Road 10.  Peterson has not attended any council meetings to discuss the matter.  Darlene was directed by the council to write a letter to John Dimich stating that the road in question is a minimum maintenance road and was signed as such.  The signs were removed without the cities knowledge and without the cities consent.  A copy of the map showing this road will be included with the letter.  A copy of the letter and map will be sent to Peterson and Sheriff Pat Medure. 

 

Rick Jensen submitted a bid for the sign to be placed in front of the city hall.  $2,778 with electric lights.  $200 less without lights.  $600 more if installed.  Rick will get specs to Darlene for further consideration.

 

Two bids were received for the road grader.  The bids were by word of mouth. Darlene will post the legal notice to get the bids in writing. 

 

Kelly will install “stop sign” on the corner behind Casper Leather Store.

 

A motion was made by Ellen to direct the clerk to issue paychecks to the person doing work for the city only, with the necessary deductions subtracted from the base pay.  Becky seconded the motion.

 

Tax Levy’s were set as follows:

General  $11,500
Fire  $3,750
Cemetery  $800
Recreation  $650
Comm. Center Maintenance  $1,800
Comm. Center Bldg. Fund  $300
Utility tower fund  $6000
Total  $24,800

The only change is $1,000 increase to the General Fund to replace the loss of HACA funds from the State. 

 

Becky made the motion to adjourn.  Ellen seconded the motion
