Warba City Council Meeting Minutes

December 11, 2000

The Warba City Council met at 6:30 P.M. at the comm. center. Present: Doug Mericle, Darlene Adolfs, Lois Holmes, Ellen Coffel, Becky McCauley. Brian Borgman, Tim Satrung, Jerry Carey, Jim Heitala, Pat Gelsvick, Pat Beer, also attended.

Call to order by Mayor Kelly McCauley. Minutes of November 14th, 2000 were read. Doug moved to accept the Minutes, seconded by Becky, approved 5-0.

Treasurers report was presented. A motion by Ellen, seconded by Darlene, to accept. Approved 5-0. Outstanding bills were presented, 1,093. for general fund1,899. For a utility fund. A motion by Darlene to pay bills, seconded by Becky-approved by 5-0 vote.

Committee Reports:

Community center: One faucet needed repair. 

Recreation: Frank Fairchild was hired for managing the ice rink.

Fire: Tanker is needed, a committee will be sent to research. Dec 11th there was an overhead water-line breakage causing damage to the ceiling tile and was reported to Saxhaug Insurance Agency.  Mark Carlson was elected fire chief.

Cemetery: Mary Lou Learmont is a new member of the board from Feely Township.

Correspondence: A council approved that council members can attend the newly elected council meeting in Grand Rapids on Jan. 2001.

Old Business: Jerry Carey submitted a letter indicating he will retire Dec 1, 2002. 

Jerry, Tim, Brian, and Jim reported on utility work: controls on the water pumps had been tuned up. A new pump for the well has been ordered, 

Cheri Carey reported a clogged sewer line, Jim will submit a bill for his electrical work at the water tower. 

Kelly reported on the clogged sewer line from the Marrier Estates Manufactured Housing Community manhole. Then south 346 ft. to the city manhole. Also the water-line in the same area was located and will be added to the city utility map. It was noted that Richard and Pat Beer's sewer line was tapped into this line and will be noted on the map. Ellen made a motion to pay for the expenses for unclogging the sewer lines and the city of Warba will accept responsibility of the plastic sewer line from Marrier Estates Manufactured Housing Community to the manhole on city property, on condition that Dana Marrier release that portion of the sewer line back to the city of Warba and the city of Warba will take responsibility for maintenance of this sewer line. Seconded by Doug, approved 5-0, council approved getting a survey of the above mentioned property to locate the exact city property line. 

A motion by Ellen, seconded by Becky to pay Kelly, Doug and Phillip Windorski $8.00/hour for labor involved in the sewer problem, approved 5-0. 

Council approved into viewing applicants for maintenance trainer in Feb. 2001.

New Business: Lions Club member, Bob Berghammer, donated $500.00 to the city to be used for Christmas holiday expenses. 

A motion by Kelly, seconded by Doug to approve the same snowmobile route through the Warba city limits, approved 5-0. 

Becky moved to adopt the following resolution, #97
Whereas: Time sheets will be completed by all council members and all
city employees before receiving payment, and Whereas: all receipts for
purchases must be given to the council before a reimbursement will be
granted and Whereas: Donated time should be included.
Be it resolved by the city council of Warba that resolution #97 be
adopted this first day of Jan. 1st, 2001.

Douglas Mericle seconded the fore-going resolution and the following
voted in favor there of: Kelly McCauley, Darlene Adolfs, Ellen Coffel.
The following voted against same: None, whereby the resolution was declared
duly passed and adopted.

Jan 16th, 2001 is the date for the January council meeting due to a
holiday on the 15th.

Liquor licenses were assigned for the Warba Liquor
Store.
