Warba City Council Meeting Minutes

 

November 14, 2000

 

The Warba city council met at 6:30 p.m. at the Fire Hall. Call to order by Mayor Kelly McCauley.  Present:  Ellen Coffel, Becky McCauley, Kelly McCauley, Doug Mericle, Lois Holmes, Darlene Adolfs.  Jerry Carey, Tim Satrang and Brian Borgman attended. 

 

Minutes of the October 16, 2000 meeting were read.  A motion by Ellen, seconded by Doug to approve minutes.  Approved 5-0. Minutes of the Oct. 25th, 2000 special meeting were read.  Becky made a motion to accept, seconded by Ellen.  Approved 5-0.

 

Treasurers report was given, a motion by Darlene, seconded by Doug to accept the report.  Approved 5-0.  Outstanding bills in the amount of 2,500.95 for general, 700.60 for utility were presented.  A motion by Doug to pay bills, seconded by Becky.  Approved 5-0.

 

Committee Reports: 

Community center:  Ellen repaired the Christmas lights with new lighting.

 

Rec:  Meeting is scheduled for 11-15-00.

 

Fire Dept:  Discussion concerning a check for water hauled for the railroad.

 

Correspondence:  Kelly received an invite to attend a Lake Country Power meeting Dec. 9th at Rutgers. 

 

Discussion about the Shallow Lake news letter, concerning Warba sewer system expansion and grading and expanding it to Sand and Shallow Lake.  A committee will make contacts for more information.

 

Ellen received a letter from James Oberstar for assistance in a request to expand the post office lobby hours.

 

Old business.  Tim Satrang  and Brian Borgman attended to report on water/sewer work.  Tim reported on a positive "Coliform hit", but after more tests by the health dept. the water tests were negative and Tim and Brian will continue to monitor the water quality monthly.

 

Discussion:  about chlorinating, cleaning up the water plant, changing the vent system, a consumer confident report is being completed and will be added as necessary, repair by the electricians has not been completed. 

 

Late water bills were discussed, cut off letters were sent out. 

 

Dec. 5, 2000 was set for the Dec council meeting at 6:00 p.m.  At 6:30 the maintenance applicants will be interviewed and the regular meeting will follow.  Doug will contact the applicants . There was discussion about duties, pay, hours for the maintenance person.

 

Ellen made a motion to increase the utility rates to reflect a 42% increase for all patrons, seconded by Doug.  Approved 5-0.  Note: The increase reflects a monthly rate of 25.00 for residential and 50.00 monthly for business rate.  The new rates will be posted and a news letter sent later.  Also, 10% of the revenue will be set aside for future capital expenses.

 

New business: 

Canvass of votes:  Doug Mericle and Becky McCauley were elected for council, Kelly McCauley for Mayor and Lois Holmes for treasurer. 

 

It was reported trees were cut down and hauled onto the old play ground lot.  Kelly will check this  out.

 

Becky, Darlene, and Ellen reported on the LMC meeting Oct. 5th.
