Warba City Council Meeting Minutes

August 14, 2000  

The Warba council met at 6:30 p.m. Call to order by Mayor Kelly McCauley.  

Present: Ellen Coffel, Becky McCauley, Kelly McCauley, Darlene Adolfs, Lois Holmes.  Absent:  Doug Mericle.

Minutes of the July meeting were read, a motion by Becky to accept minutes as read, seconded by Ellen , Approved 4-0.

Treasurers report was presented.   A motion by Ellen, seconded by Darlene to accept the report. Approved 4-0.  Outstanding bills in the amount of 1,002.55 for general, and 529.34, for utility were presented for payment. A motion by Becky to pay the bills, seconded by Ellen, approved 4-0.

Committee Reports: 

Comm. center:  A motion by Ellen, seconded by Becky to pay John Westlake $100 for repair of sidewalk at the comm. center, approved 4-0.

Recreation: 1595.00 was donated by Beefy Lawsen fund for play ground equipment.  More fill is needed on the property.

Weed spraying was completed by city maintenance. Council approved sending a letter to residents requesting help in controlling toxic weeds on each ones property.

Old business: Brian Borgman and Tim Satrang attended the meeting to discuss the services they can provide for the city water/sewer systems, such as proper chemical additions, analyze fluoride, perform samplings, keep operational records for MPCA and provide recommendations for improvements and maintenance of the 2 facilities in order to meet permit qualifications at a cost of $400 per month. Ellen made a motion to accept the proposal as stated in the scope of services letter we received from Brian and Tim regarding the operation of the water/sewer systems in the city of Warba, contingent on the one year contract being drawn up by the city attorney.  Seconded by Becky, Approved 4-0. Council approved contacting the city attorney to handle the scope of service contract. 

Contacting Edward Fragale on late water bill. Tabled water rate discussion.

Considering looking into grants for the water system and consider allowing Lions Club pull tabs in the city. 

New business: A motion by Ellen, seconded by Becky to accept the following levy:

General Fund 10,500
Fire Fund       3,750
Cemetery Fund   800
Recreation Fund  650
Comm. Center maintenance 18,000
Comm.Long Term Bldg Fund 300
Utility Tower Fund  6,000
Total  23,800

Council approved 4-0 

Council approved appointment of election judges:  Pat Beer, Bernie Richardson Darlene Adolfs.

A Warba resident attended the meeting and asked if the council would ask Shane Kruger to clean up his yard.  Kelly will handle.  A resident also commented on the strong smoke odor coming from Jerry Carey's wood unit. Jerry Carey will be cautious on whatever he burns.  

A motion by Ellen, sec. by Darlene to adjourn the meeting,
